C. David Welch
President, Europe, Africa, and Middle East, Bechtel, and former Assistant Secretary of State for Near Eastern Affairs
David Welch is a Senior Vice President of Bechtel, where he is Region President for Europe, Africa & the Middle East, based in London. Ambassador Welch is a former American diplomat who served as Assistant Secretary of State for Near Eastern Affairs in the U.S. Department of State from 2005 through 2008, Ambassador to Egypt 2001-2005, and Assistant Secretary for International Organizations 1998-2001. Ambassador Welch also served in Pakistan, Syria, Jordan and Saudi Arabia, and on the staff of the National Security Council at the White House. He has extensive negotiating experience with Israeli-Palestinian talks, conflicts in Lebanon and Iraq, and terrorism claims in Libya. He is a graduate of Georgetown University and the Fletcher School at Tufts University; he also attended the London School of Economics.
He is a board member of the U.S.-Saudi Business Council and the U.S.–U.A.E. Business Council, and a member of the U.S.-Egypt Business Council. Ambassador Welch is a member of the Council on Foreign Relations and the American Academy of Diplomacy.
